I have 2 analog TVs and 2 PCs with windows XP that work fine, but I got new ones and I would like to donate these. First, are they still being taken and second, what would be the best institution to call for them to be donated and tax deductible?

Ask first. Most likely they are worth less than the cost of a converter box.

I looked up the XP machine I am on now, similar age. Ebay has a listing for $59, with no bids. So, your deduction is worth very little. Anyway, I see that Goodwill has a partnership with Dell to recycle old computers, working or not. So call your local Goodwill and see if they participate, and if they will also accept your old TV.

Sure. The value would be zero so no tax deduction.

in my area, Goodwill takes e waste, they may give you a receipt for them but they likely will not put them in their stores to sell since they have very little value
their receipts do not show any dollar amount, they are not in the business of assessing the value
being tax deductible means you are using Sch A

Probably not, most places. But even if you find somewhere to take them, any tax deduction would be about nothing since their current value is basically zero.
