Default ebay changing me seller fees twice

I was wondering if this is right.

Ebay charges a final value fee of a certain amount depending on the price of the item. For example, my item is $10. If I sell it, eBay sends me a deducted amount of $9.60. And then they put that deducted amount in my seller account balance that is due to be paid at the end of the month. So my question is, why if eBay has already deducted the final value fee from the money they are giving me, why am I again responsible for paying for the fee a second time when its in my balance. So if eBay sends me $9.60 that means the final value fee is 40 cents. So I get $9.60 and is responsible again for paying the 40 cents, but eBay already sent me the deducted amount. Clear this up for me.

You are misreading the screens.

Paypal takes its 3% each time you get paid.
eBay takes its 10% once a month.

Paypal is the one who deducts their fees from transfering funds from the buyer to you.
Ebay will compile all your fees and you'll receive a statement at the end of every month.

When you sell something Ebay takes about 9% of the total for a seller fee plus about 3% for Paypal fee when you get paid. Read your monthly invoice to see the details. Go to Account>Seller Account and at the right select the monthly invoice.
