No. There is no public service being performed. Fitness centers are for-profit companies and their goal is to make money, not to increase the common good.

This may be a stretch, but it could be considered a public service job if the position was at a community center and perhaps the community center provided programs for at risk children/youth, older adults, etc. I know of a community center that is free to people who live in that county, it is funded through donations and local taxes.....it has basketball courts, a small gym, swimming pool, etc. They provide a service to the community.....classes, etc.

A regular fitness center though that is based on membership (i.e. Gold's Gym, 24 Hour Fitness) wouldn't be considered a public service job.
